DAVID HOWARD
Chief Executive Officer of RKĀN Limited, an institutional global
platform purpose-built for governments, sovereign-aligned stakeholders, family offices,
and multinational enterprises navigating the complex intersection of financial
compliance, real-world asset monetization, and cross-border capital strategy.
Mr. Howard brings over 30 years of operational leadership across two distinct but
complementary careers: first as a decorated U.S. federal special agent, and second as a
founder and executive in the private intelligence and institutional compliance sector.
That combination — intelligence tradecraft fused with governance rigor — is what
institutional partners engage RKĀN to access.
His government career was anchored by 14 years as a Special Agent with the Air Force
Office of Special Investigations, where he led counterintelligence, counterterrorism,
cyber operations, and high-stakes criminal investigations across the United States,
Europe, Africa, and the Middle East. He subsequently served as a Fraud Strike Force
Investigator with the Nevada Attorney General’s Office, helping architect Nevada’s
mortgage fraud enforcement framework during one of the most consequential periods of
financial crime in U.S. history.
